To have different levels of access to a library for different users
Example : i made an app and i want my employee to use it... so i would want different levels of library protection so that the employee is not able to delete or modify my valuable data by mistake...

Assuming you are sharing the app via the cloud your User Sharing Settings under Coud Storage provide what you are asking for.
